Pit Bull Dogs Prohibited
Rules for Dogs and Cats
Pit bull dogs are strictly prohibited within the city limits of Windsor. It is unlawful to keep, harbor, own or in any way possess pit bull dogs. In accordance with the City Code of the City of Windsor, a pit bull dog is defined as the bull terrier breed, Staffordshire bull terrier breed, American pit bull terrier breed, the American Staffordshire terrier breed, dogs of mixed breed or of other breeds than above listed which breed or mixed breed is known as pit bulls, pit bull dogs or pit bull terriers, and any dog which has the appearance and characteristics of being predominantly of the breed of bull terrier, Staffordshire bull terrier, American pit bull terrier, American Staffordshire terrier, or any other breed commonly known as pit bulls, pit bull dogs, or pit bull terriers, or any combination of any of these breeds. It is very clear and well defined that these dogs are not allowed within city limits. Also, the penalties are very well defined. Any dog in violation of the city code is subject to being picked up and impounded at the city pound. Any dog left in the pound over 5 days shall be disposed of in a humane manner and the carcass buried. Any person violating or permitting the violation of any provision of the city code shall upon conviction be fined not more than $500 plus court costs or imprisonment for a period not exceeding 90 days or by both such fine and imprisonment. Also, in addition to the foregoing penalties, any person who violated the city code shall pay all expenses, including shelter, food, handling, and veterinary care.
RULES FOR DOGS AND CATS: Any dog or cat over the age of 3 months must be vaccinated against rabies and a city license obtained. To obtain a city license, a certificate showing the name and address of the owner, sex of the animal, description of the animal, and date of vaccination against rabies must be presented to the City Collector. All licenses are required to be purchased annually and shall be due and payable on the first day of January and will be delinquent on the first day of February. No household shall have more than 3 dogs and 3 cats.

Windsor Farmers' Market grand opening is Saturday, 26 May, from 8 am to noon, in the First Christian Church parking lot (between Golden Valley Medical-Windsor and First Christian Church, just one block from the 4-way intersection on W. Benton Street). The market will be open Saturdays through October. Swimming Pools. Private swimming pools may be constructed as an accessory use, in conformity with the ordinance of the City of Windsor, provided however, that a swimming pool shall not be constructed in front of the front building line and no portion of the pool, equipment or other facilities related thereto shall be located closer than eight (8') feet to the side or rear lot line. Swimming pools with a side wall over eighteen (18") inches in height shall be completely enclosed with a protective fence a minimum of forty-two (42") inches in height. Swimming pools under eighteen (18") inches in height do not require a fence. If gates are installed, they shall be equipped with locking devices. Here's the latest on Windsor's $238,464 Transportation Enhancement Program project through the Missouri Department of Transportation (MoDOT): Our engineers, Sprenkle & Associates, Inc., Consulting Engineers & Surveyors, Carthage, Missouri, have expanded the scope of the project to include another block of sidewalk on Main Street between Benton and Jackson. They have forwarded this question on to the contact who deals with FHWA. Also, we should be receiving a copy of the Section 106 Clearance application form with pictures and enclosures that they have sent in to State Historic Preservation Office. They usually take about 20-30 days for a response. Once we get that back and once we hear back on the expanded scope we will be ready to formally submit Plans, Specs, and Estimate to MoDOT for approval. To recap, this funding will pay for the complete renovation of the 4-way intersection at Main and Benton Streets, the creation of ADA compliant sidewalks and crosswalks on W. Benton Street from the Katy Trail to S. Windsor Street on the south side, the creation of ADA compliant sidewalks on E. Benton Street from N. Windsor Street to N. Main Street, the creation of ADA compliant sidewalks from N. Main Street (west side) to W. Florence Street. This grant will also fund the purchase of historic and vintage signage, 12 black steel benches, 8 black steel trash receptacles, and 6 black steel bicycle racks for the downtown area. The flower planters at the 4-way will be replaced with black steel planters containing low maintenance, native landscaping. For more information, contact Windsor City Hall.
EMERGENCY MANAGEMENT NEWS ...
Since her recent appointment as Windsor Emergency Management Director, Henry County Local Emergency Planning Commission (LEPC) Chairman, and Missouri Regional Homeland Security Oversight Committee (RHSOC) Region A Tertiary Alternate for Emergency Management Directors, Mrs. Jeanne Beas has hit the ground running. She brings a wealth of training, experience, and knowledge to these positions, greatly benefitting the City of Windsor, Henry County, and the State of Missouri. Due to her hard work, she has already created an Emergency Operations Plan for Windsor where none existed previously. She is currently in the process of dealing with a myriad of issues associated with emergency management. One very important issue is training. Mrs. Beas is a certified trainer for National Incident Management System (NIMS). NIMS training is required for key city personnel. Mrs. Beas recently held two training sessions for NIMS 1C-100, 1C-200, 1C-700, and 1C-800 in which she trained 4 of the 6 aldermen (the alderwoman already had the training), 3 public works employees, the city clerk, 2 Henry County Commissioners, the Henry County Clerk, City of Montrose Emergency Management Director, City of Montrose Fire Chief, and numerous other people from outside Henry County. Mrs. Beas restarted the Local Emergency Planning Committee (LEPC) for Henry County and as Chairperson is working diligently to obtain necessary HAZMAT training for fire department personnel. She is working closely with the area schools and day care facilities, assisting them with their safety and emergency plans which are required by the state. Mrs. Beas spent 8 hours at the 4-way intersection compiling a listing of vehicles traveling through Windsor and what they were hauling … hazardous materials, chemicals, agricultural, and businesses type items. This will aid her greatly in tailoring Windsor's emergency management plan as it relates to actions in case of a chemical spill or something similar in Windsor. Jeanne has worked very hard to create a good working relationship between the City of Windsor and local businesses, emergency services, and first responders. She created name / access badges for emergency personnel and city personnel and is compiling personal contacts for emergencies. Not one to sit still, Jeanne continually attends seminars, conferences, and briefings to obtain more information relating to emergency management, as well as to network with others in this field. She is currently working on her Emergency Management Certification with the Missouri Emergency Preparedness Association. Most city residents will probably not be familiar with a lot of this information; however, one thing that we can all relate to is our emergency warning sirens. Mrs. Beas started the monthly testing of Windsor's outdoor warning sirens. The test is held on the third Wednesday of each month at 1 pm. If the weather is questionable where someone might think it is a real warning, the sirens will not be tested until the following month. This is to ensure that the test is not mistaken for a real warning. One very important thing that must be noted is that Mrs. Beas is employed full time in Osceola. What she does as the Windsor Emergency Management Director, as well as the other organizations with which she is associated, is in her spare time with absolutely no compensation whatsoever. Her motivation is that she enjoys emergency management and wants to do whatever she can for the citizens of Windsor, Henry County, and the State of Missouri. |

Windsor Recycling Trailer is open 24 hours per day, 7 days per week. The trailer is located behind the Windsor Post Office, just off the alley between E. Benton and E. Florence Streets. The list of accepted materials are:
