During the 14 February Windsor City Council meeting, Sandra Underwood was sworn in as Windsor City Administrator, April LeClaire was sworn in as City Clerk, and Blake Himes was sworn in as City Collector. Also, the aldermen heard the first report from newly hired Public Works Director, Allen Boydston.

Windsor Economic Development is actively seeking vendors for the Windsor Farmers' Market. The farmers' market is set to open in May. It will be located on W. Missouri University Interior Design Students to Create New Concepts for Parmalee Building ... Sandra Underwood (Windsor City Clerk) met with Jeff Barber (Architect, Housing and Environmental Design Specialist with MU Extension-Southwest Region) Ronn Phillips (Associate Professor with Missouri University), and eight Interior Design Studies Class students at the Parmelee building on Thursday, 26 January. Professor Phillips' students are using the Parmelee building for a redesign project. The students will have their interpretation of utilization of the bulding spaces for the future and promote their design to be presented at the end of the semester. Alec Blackwell (Parmelee Manager) and Kelly Stackhouse (ReMax Agent) are allowing the students and Professor Phillips access to the building to view and take measurements. New voter registration cards sent out ... all registered voters in Henry County should have received a new voter registration card in the mail. Upon receipt of the new yellow voter registration card, please verify your name and address. If both your name and address are correct, please keep the card to use for identification when voting. If the information on the new card is incorrect, please fill out the correct information on the back of the card and return to the voter registration office. If you have not received a new voter registration card and you believe that you are registered to vote, please contact the voter registration office at 660-885-7206. Also, there will now be only one Windsor voting location ... Windsor IOOF Lodge, 216 W. Benton Street. There are still three Wards, however, only one voting location.

Notice of Filing ... An election is hereby ordered to be held in the City of Windsor, Missouri, on Tuesday, 3 April 2012, for the purpose of electing the following officers for said city: One member of the Board of Aldermen, Ward 1, term two (2) years, one member of the Board of Aldermen Ward 2, term two (2) years, and one member of the Board of Aldermen Ward 3, term two (2) years. The last day to file is Monday, 17 January 2012. The last day to register to vote is 7 March 2012.

The Missouri Department of Natural Resources' Air Pollution Control and Solid Waste Management Programs are informing citizens of the requirements regarding demolishing structures and managing construction and demolition waste, trade waste, and other regulated materials. Missouri laws and regulations have specific requirements regarding the open burning of construction and demolition wastes. Untreated wood wastes from construction or demolition activities may only be burned under the authority of a permit issued by the Missouri Department of Natural Resources. Read more.

EMERGENCY MANAGEMENT NEWS ...

Mrs. Jeanne Beas, Windsor Emergency Management Director, is now also the Henry County Local Emergency Planning Commission (LEPC) Chairman as well as the Missouri Regional Homeland Security Oversight Committee (RHSOC) Region A Tertiary Alternate for Emergency Management. She brings a wealth of training, experience, and knowledge to these positions, benefitting the City of Windsor, Henry County, and the State of Missouri greatly. Due to her hard work, she has already created an Emergency Management Plan for Windsor where none existed previously. She is currently in the process of dealing with a myriad of issues associated with emergency management. One very important issue is Windsor's Emergency Warning Sirens. Mrs. Beas will ensure that the City of Windsor tests the outdoor warning sirens the third Wednesday of each month at 1 pm. This will only be a test. If the weather is questionable where someone might think it is a real warning, the sirens will not be tested until the following month. This is to assure that the test is not mistaken for a real warning. If a real warning is issued, the sirens will be sounded. In a tornado warning, everyone should take shelter inside, preferably in a basement or interior room with no windows. Sirens are meant to warn citizens that are outside and may not be heard if you are inside your home. For the best warning system inside your home, day and night, Mrs. Beas recommends that an emergency weather alert radio be obtained.

Windsor High School and Elementary School Seek Donations ... as part of the school's Safety Review process, the schools are providing safety kits for each classroom and office in the school district. These kits are designed to provide basic necessities in the event of an emergency (fire, tornado, lockdown) on school grounds. The schools are requesting donations from local individuals, businesses, churches, and civic groups to provide the initial items needed to stock these kits. Items needed include: Bottled drinking water, flashlights and batteries, survival blankets, plastic garbage bags, duct tape rolls, first aid kits, antiseptic lotion, note pads, pens, permanent markers, scissors, toilet paper, and bags of hard candy. Attention Windsor Citizens ... the Windsor Vision Team Committee, Drury University Center for Community Studies, and West Central Missouri Community Action Agency have completed the first phase of Windsor's Vision 2040. Ordinance Violations / Enforcement

Windsor City Code pertaining to junk, damaged or disabled vehicles, and high grass/weeds aggressively enforced.

The junk ordinance has the following penalties: First offense $75 plus court costs, second offense $75 plus court costs, third offense $500 plus court costs, fourth and subsequent offenses $500 plus court costs. Damaged or disabled vehicles will be towed at the owner's expense. High grass/weeds has the following penalties: First violation $75 plus court costs, second violation $150 plus court costs, third and subsequent violations $300 plus court costs. After the violation has been identified and not corrected within the prescribed timeframe, the Henry County Sheriff's Office will issue citations or tow vehicles as appropriate. Windsor Recycling Trailer is open 24 hours per day, 7 days per week. The trailer is located behind the Windsor Post Office, just off the alley between E. Benton and E. Florence Streets. The list of accepted materials are: Aluminum cans, steel (tin) cans, newspaper, office paper, junk mail, shredded paper in paper bags, paperboard (cereal boxes, etc.), corrugated cardboard, magazines, telephone books, catalogs, paper and hardback books, plastics (1-7), and clothing items. The City of Windsor has been selected to receive Transportation Enhancement Program funding in the amount of $238,464 through the Missouri Department of Transporation.

This funding will pay for the complete renovation of the 4-way intersection at Main and Benton Streets, the creation of ADA compliant sidewalks and crosswalks on W. Benton Street from the Katy Trail to S. Windsor Street on the south side, the creation of ADA compliant sidewalks on E. Benton Street from N. Windsor Street to N. Main Street, the creation of ADA compliant sidewalks from N. Main Street (west side) to W. Florence Street. This grant will also fund the purchase of historic and vintage signage, 12 black steel benches, 8 black steel trash receptacles, and 6 black steel bicycle racks for the downtown area. The flower planters at the 4-way will be replaced with black steel planters containing low maintenance, native landscaping.

Sprenkle & Associates, Inc., Consulting Engineers & Surveyors, Carthage, Missouri, was selected as the consulting engineering firm to perform the professional services for this project.
