Public Works Skilled Laborer

The water and sewer laborer performs various tasks related to the operation, maintenance, and repair of water distribution and wastewater collection systems. Responsibilities include installing and repairing water and sewer lines, operating heavy equipment, performing sewer cleaning, and conducting inspections. Key duties often involve emergency response, general upkeep, and using a variety of tools and machinery, sometimes in challenging conditions.

Key Duties & Responsibilities

  • Repair and maintenance: 
    Assist with and perform repairs on water mains, service leaks, sewer lines, lift stations, and pumps.
  • Installation: 
    Install new water and sewer lines, service taps, and water meters.
  • Equipment operation: 
    Operate construction equipment such as dump trucks, front-end loaders, backhoes, and jackhammers.
  • Sewer cleaning: 
    Use equipment like Sewer Jetter to clean sewer lines and manholes and remove debris.
  • Inspection: 
    Conduct inspections of sewer and storm water systems.
    Grounds and facility upkeep:
    Perform general maintenance and housekeeping duties at all relevant facilities.
  • Emergency response: 
    Respond to emergency situations like water main breaks, often requiring quick thinking and adaptability.
  • Locating services: 
    Locate underground utilities to prevent damage during construction or repair work.
  • Performs other duties related to the Municipal Public Work Department.

Key skills and qualifications

  • Ability to operate a variety of construction and maintenance equipment.
  • Proficiency with tools and machinery used for pipe installation and repair.
  • Ability to understand and follow instructions, including technical and safety guidelines.
  • Physical strength and endurance to perform strenuous tasks.
  • Strong problem-solving skills to adapt to unexpected situations.
  • Willingness to work in various conditions, including severe weather and hazardous environments.
  • A valid driver's license. A commercial driver’s license (CDL)with endorsements, is preferred

Education and experience

  • High school diploma or GED equivalent.
  • Several years of experience in utility maintenance or construction, with preference for specific water or wastewater systems experience.
  • Relevant experience in plumbing, mechanical repair, and construction.

Public Works Director

Salary Range: To be discussed

Serves as a Director of all public works operations, responsible for operation of the Water, Sewer, and Sanitation and Street Maintenance functions. Under the administrative direction of the Mayor, but is expected to exercise independence and personal discretion in the maintenance of departmental operations in conformance with City Ordinances and policies.

WORK PERFORMED:

The following list is not absolute, nor restrictive, but indicates approximate duties and responsibilities which may be redefined pursuant to operational needs.

  1. Plans, directs, and supervises assigned public works employees involved in sanitation, water, sewer, and street maintenance.
  2. Participates in development and implementation of budget line items for applicable departments within area of responsibility. Exercising control and purchasing of budget items. Determine need for equipment and facilities and repairs.
  3. Prepares work schedules, on a weekly basis, outlining work in progress, planned, and estimated completion date. Provides copies of this work schedule to the Mayor and Board of Aldermen.
  4. Serve as technical advisor to the City Administrator on Public Works matters and conduct special studies and assignments.
  5. Verifies employee’s timecards keeping overtime at an absolute minimum. Assures overtime worked is approved prior to working. Exception is during an emergency, i.e. snow, flood, etc.
  6. Must have knowledge of and keep abreast of all City Ordinances and policies. Develop, plan and implement long and short term goals and objectives; recommend policies and procedures.
  7. Keeps Mayor and Board of Aldermen informed on progress of all public works department activities and projects.
  8. Prepares cost estimates of work projects, provides information needed to prepare bid communications.
  9. Supervises, plans and schedules projects relating to position, keeping Mayor and Aldermen informed. Must be able to perform cost estimates using approved and tested methods and techniques.
  10. Keeps abreast of street repair/maintenance, drainage requirements, and noxious weeds ordinances. Constructs, installs, and maintains storm water drainage systems.
  11. Assists subordinates, as required, to accomplish assigned projects. This assistance could entail manual labor.
  12. Select, train, motivate, and evaluate personnel; establish and monitor employee performance objectives; prepare and present employee performance reviews; provide or coordinate staff training; and work with employees to correct deficiencies. Attend professional development workshops and conferences to keep abreast of trends and developments in the respective fields of responsibility.
  13. Keep abreast of Federal (OSHA), and state regulations and city policies regarding safety training and safe work practices.
  14. Directs and controls purchasing and inventory of equipment or material peculiar to area of responsibility.
  15. Responsible for vehicles/equipment assigned his/her areas of responsibility are maintained in the best possible condition to preclude project being worked on is not hampered due to faulty equipment.
  16. Prepare a variety of reports related to the above listed operations.
  17. Performs other duties as directed.

QUALIFICATIONS:

  1. Knowledge of equipment practices and procedures used in construction and maintenance of streets, utilities, storm drains, snow removal, and conditioning of streets during inclement weather conditions.
  2. Knowledge of sanitation equipment, practices, procedures, and operations.
  3. Should possess general knowledge of contraction practices and techniques in the job site preparation for street, sidewalk, or curb construction/maintenance or repair.
  4. Knowledge of fertilizers, herbicides, pesticides, or other chemicals and their preferred application.
  5. Knowledge of and/or ability to operate hand tools, power tools, motorized equipment such as trucks, tractors, mowers, and light to heavy equipment such as, but not limited to, back hoe, road grader, street sweeper, asphalt roller, etc, and other equipment as required.
  6. Must possess or complete by end of employment probation a Class B commercial driver’s license with air brakes and tanker classification.
  7. Must exhibit tact and diplomacy when dealing with general public, co-workers, city officials.
  8. While performing the duties of this job, the employee is required to sit, talk, hear, walk, use hands to finger, handle, or operate objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds.
